Meet Steven

Steven’s practice centers on representing local, regional, and national commercial clients across all facets of real estate, land use and zoning, and construction. He advises clients at every stage of the development lifecycle — from initial site selection through construction, lease-up, and ultimate disposition.

In recent years, Steven has built a nationally recognized practice advising clients on large-scale data center projects. His work in this space spans the full project lifecycle: land acquisition and site control, zoning and entitlements, joint venture structuring, equipment procurement agreements, and the negotiation of construction contracts on major ground-up developments. Steven has counseled clients on data center transactions representing hundreds of millions of dollars in aggregate project value, bringing a practical, deal-focused approach to one of the most dynamic and fast-growing sectors in commercial real estate.

Steven was previously a partner at one of the largest law firms in Texas before joining Platt Richmond, where he continues to deliver the quality and sophistication of a large firm practice with the responsiveness and cost efficiency that a boutique platform makes possible. His broader transactional practice encompasses the acquisition, development, financing, and disposition of industrial, office, retail, and multifamily assets nationwide, including the negotiation of purchase and sale agreements, leases, development agreements, and property management agreements.

Steven also regularly counsels landlords and tenants on commercial leasing across a wide range of property types — from mid-level and high-rise office buildings to retail strip centers and industrial facilities ranging from single-tenant net lease parcels to large multi-tenant industrial parks.

Drawing on his background as a litigator, Steven advocates effectively for developers and property owners throughout the zoning and entitlements process. His land use practice covers the full spectrum of municipal approvals, including zoning changes, specific use permits, abandonments, annexation, signage and permitting matters, and planned development districts.

Steven also brings deep experience to the negotiation and drafting of construction contracts on behalf of developers, general contractors, and subcontractors — helping clients identify and allocate risk before a project breaks ground.

In addition to his client work, Steven serves as the firm’s Managing Partner.

REPRESENTATIVE EXPERIENCE

Represented several homebuilders regarding land use and zoning issues and site selection in various cities, including properties located in cities’ extraterritorial jurisdiction (ETJ).

Represented the seller in the sale of approximately 450 acres of raw land across five separate transactions totaling between $350 million and $400 million to data center developers. This involved rezoning the properties, coordinating initial infrastructure installation, and negotiating with a major power provider to ensure sufficient power supply to the sites.

Managed all construction contracts, equipment purchase agreements, and professional services agreements for a $1 billion data center development in North Dakota.

Advised on the initial stages of a multi-hundred-million-dollar development involving two multifamily towers near Dallas City Hall, representing the first major development in that area of downtown Dallas in decades.
